2020년대의 일본. 수도 도쿄는 총기류의 소지와 사용이 당연시 되기 일보 직전의 극히 위험한 상황에 놓여져 있었다. 해외에서 해킹된 권총의 3D 조형 데이터가 어둠의 경로로 나돌고, 고성능 금속 3D 프린터에 의해 양산되어 총기에 의한 범죄가 다발적으로 일어나고 있었다. 또, 총으로 무장한 그룹이 난립하면서 일본의 치안은 현저하게 악화되어 버린 상태였다. 지금까지의 총기류를 마음대로 사용하지 못하는 경찰 조직으로는 더 이상 대응할 수 없게 되어 버리고 만 상황에, 일본 경찰은 경찰청에서 파견된 멤버와 민간인 중에서 등용된 멤버들로 새로운 팀을 만들게 된다. 그것이 바로「경시청 특별 총장반」이었는데...
