Tijdens het bewind van keizer Renzong in de Song-dynastie wordt Bao Zheng benoemd tot prefect van de prefectuur Kaifeng. Bao Zheng, en zijn vertrouwde assistenten zijn vastbesloten om corrupte praktijken aan te pakken. Merchant's dochter Yun Qianyu is een welsprekende spreker. Onder begeleiding van Gongsun Ce wordt ze uiteindelijk een consul. Ji Niannian, een dienstmeisje uit Gaochang, is een autopsie-expert. Deze twee dames helpen Kaifeng Seven verbijsterende zaken te ontrafelen. Wanneer wordt onthuld dat de erfenis van de keizer twijfelachtig is, moet Bao Zheng de moeilijkste zaak tot nu toe behandelen, terwijl hij voor het dilemma staat: de waarheid onthullen of zijn geweten opgeven ter wille van zijn land.
