Before he is sent to the hospital, KAI-YIU has agreed to an interview with a foreign radio station, so LAI-WO cannot equivocate. LAI-WO reviews KAI-YIU's previously recorded radio interview to help learn about public administration. After the interview is aired, the rumor that the Acting Mayor has a crush on TONG NGA-MAN causes a temporary clamour, therefore SO FEI intends to clarify it. Quite the contrary, the secret that LAI-WO's unrequited love towards NGA-MAN is exposed. Once again, LAI-WO encounters difficulties regarding the enforcement of the government policy because there is not enough government fiscal funds for Guangzhou to meet any demand. KAI-YIU reveals that the WONG's family has a secret treasury, which is going to enable efficient policy implementation……
